How do we report users to forum if they use a different platform?

I'm in need of an answer to a question I have. If we're ever reporting a user in the forums (if that's allowed and will be investigated). Would we post about it here or the platform where the user plays on?

Example, If the user plays on the R2Games server and acts volatile or malevolent to people in Asgard (CS Chats). Would we report it on the GTArcade forums or post about it on the R2Games forum?

Only asking because a certain user is harassing others in a sexual and aggressive manner and still continues to harass people. Despite them having the user blocked and will not stop no matter how many times the user has been told.
