Dear player,

I am sure that the community will also assist you below, but as per my personal opinion, it is wise to have a balance of ATK and ELE runes to achieve higher rank bonuses overall.
ELE runes generally give a bit more BR than the ATK ones, but BR is not everything when considering runes.
It really depends on your build. If you want to base most of your damage on luck and proc chances, then you should have more ELE than ATK runes in your build.

If you want to have solid and strong auto attacks, then inserting some more ATK runes will help you achieve that.
