if your moira can tank enough dmg then go for fire. its really suitable with evo moira ulti. get xros flame skill. bulk your hit point in basic stat and put hit rune on your relics. get star striker to help (evo him to evo 3). r11 star striker will do the trick. Translate |

people with dodge focus build will get problem with their hit too. so if you can, somehow, managed to get big enough dodge to your moira while using wind / fire rune it will be better. moira has advantage in her aptitude book when it comes to hit. but in majority case, r11 star striker will help your hero to hit 90%.

the only cons if you put fire runestone to moira: fire is weak against water in term of RR. using wind is more logical when it comes to your survivability against water.
me myself, i will put water rune to my moira. get all the runestone skills. then put star striker as battle pet.

you already got athena and thera evo which give you free 25% hp plus 10% dr. pure water convert 6% of hp to damage and heal. i think water will do you good 
besides, moira ulti will always crit no matter what happens. and hey, immunity is work in conjunction with dodge

use star striker if you had a hard time facing opponents with water rune, especially pamela / mc with water rune. azurous is useless if his hit can be dodged by heroes with water rune. unlike star striker, no matter he hit or not you will get buff hit rate 90%.
once again, use star striker only if your moira had a hard time with dodgy opponent.
