Team Domination Sign Up

So I appear to not be able to sign up my team.
Guildies from another server joined so is that the reason?
And if so, how are people with only two active members on entire server suppose to make teams of 5.
Previously people could make teams from anyone who joined via team code. So why am i unable to sign up now?
