Does anyone know if % based emblems will count for affinity the same as normal emblems do. For example on asura using HP, ATK and Ele would i be able to swap in a HP% emblem and still get the bonus?

The answer is no, the affinities received are for the exact attributes written on the Affinity tab.
ATK emblem will count for an affinity, but ATK% will not count.
