I never saw an evidence, that my ultimate weapon is slowing down an opponent as it is told as special skill from this weapon!

Hello Poiutz qwertz,

I can verify that Ultima Weapon do activate as I have seen the notification of my character getting slowed down. But I don't think it shows notification to the attacker. However, due to its low percentage, its activation is rather rare. Hope my explanation answers your question.
