We are encouraged to submit tickets, and told that they would be responded to in 2 business days, ideally... Yet it seems that this is not so.  I tested this by submitting a ticket for a legitimate issue, (at least, to me) and I have waited for GTA to reply to it.  So far, 5 business days have elapsed and I only have so far received the cookie cutter response that my ticket has been received.  This does not engender consumer confidence in the reporting and complaint system.  Please advise...

Hello Gazelle, as Sun ce mentioned .. tickets are a "no go" , I am not sure who is encouraging you to send tickets. This is the place were you have to come and report your issues, by posting a thread like you just did now.
Just make sure you provide your IGN, server, platform, detailed description of the issue, ss showing the issue and Transaction ID if you had a recharge issue. Have a great day!
