Dear player,
First of all make sure that your payment went through. You can confirm this from the Google Payments website or your bank account (or your payment profile on iOS).
Secondly, if the payment went through, you have to reach the in-game support for such recharge issues.
You can contact them via a web ticket, or an in-game ticket. To send a web ticket to the support, please follow this link: https://support.gtarcade.com/search/submit?gid=182
To create a ticket in-game, please follow the steps shown in the screenshot below:

Make sure you explain the problem thoroughly to the support regarding your recharge issue.
Also, please include the following in your ticket:
- Character Name
- Character ID
- Server ID
- Time and date of the recharge
- Amount recharged
- Transaction ID (GPA number, you can find this in your payments profile, or your bank statement)
Please wait patiently until the support responds to your ticket. The support might take up to 4 days to respond, if it takes longer than that, please report back so I can forward your ticket as a delayed matter. If you have any screenshots as proof, upload them first to an image-hosting website like imgur.com and provide the links of those in your ticket.
The support is the only solution to a player's recharge issues.
