combat power difference

With the power of some players to fight online you have the power of 60-70k combat power difference between offline fighting power. what is the reason for this

It's been doing that for some time now, and has been repeatedly reported, but like so many other bugs, they just don't fix it, in fact, I'm not sure if I've seen them even fix one bug, they just seem to add new ones. You see an offline player listed at one BR in say the arena, fight them, then they use their higher online BR in the actual fight, which makes things super fun (sarcasm). Also it seems to be more of a percentage of their BR, so the more they have, the greater the difference, as a lower BR person could only differ by about 20k-30k. while a higher BR person could differ by about 100k, seems like there could be other qualifiers at work as well, it's all a mess, and very annoying.


Add:
It has gotten to the point that the shown online, and offline BR totals are so different, and differ for so many, that the BR rankings you can see for a server are all but pointless now.
