Shard Store doesn't have many heros

The Shard Store is missing many heros that I have in my listing.  For example, I have a Maxwell defensive hero that I need shards for and he isn't listed in Shard Store.  The list is small compared to actual number of heros out there.  How can I augment Maxwell without shards of Maxwell?  How is the list of heros in the shard store made up and when will Maxwell show up so I can augment him.  Please add more heros to the shard store list.  thanks

your partically right. Yes, there should be all legendary heroes available in shard shop. Thats what i am asking for since months.
You asking how u can augment MAxwell without shards from shard shop...well there are two other ways to get shards for Maxwell. 1st farm him, 2nd recruit him. Recruiting machine spams out Maxwell quite often. But you should throw Maxwell out of your team anyways, cause hes is crap. if u wanna play a tank, play Rei or Abbadon. Marcus, Thane, Maxwell, Pan and Victor are all crap.
