If you did recharge successfully and you cannot unlock the material you are requesting despite meeting requirements, could you please
send a ticket to support and have them investigate into the situation? Please make sure you mention the following:

What your recharges are for your ticket.

Edit: Tried to replicate the method, and the issue isn't related to the matter and I can't handle payment/recharge issues.

So basically you are saying that forum support is now 100% useless and that you are no longer able to report issues like you were in the past.
