Game wont let me take highrock. I can scout and it constantly says I need to defeat rebel leader Jason but there is no leader Jason, only Lorren. Can't complete questline 9 as a result.
To complete the mission you need to defeat the 2 commanders who are there Jason and Loren.
When you defeat the 2 the terrain will be clean and let you build buildings there where you have completed the mission.
