New Player Truce?

If I try to garrison for a protected player I get a message warning me that this will end my truce. I have no truce active in the Sept of the Seven. What truce is this talking about? Is there some sort of truce for new players, and if so, how does it work?

Again, I have a question of whether there is a new player truce, or are the messages in this game just misleading.
I tried to relocate and when I pressed the button, I got a message
"Teleporting will enable invading enemies to hit your castle directly. Are you sure you want to teleport?"

Why would teleport enable attacks, since that implies I currently can't be attacked. Although I have had players from the top coalition in my kingdom scout my city.

So once more, please tell me if there are restrictions on new players? Can some classes of players not attack a new player? And if so, for how long and which classes of player?
