Rebel Groups now deal no damage at all?

Since the maintenance today I have encountered peculiar results from attacking rebel groups.
I have had zero casualties, neither wounded nor dead, no matter if I won the encounter.

The feature was introduced as not killing troops off, only wounding them. I can only assume a bug.

If it is a design decision I should have been communicated clearly. It at the very least affects the ability to fulfill the daily heal 500 troops task.
