It will be a stupid question, but how do you go to level 16 for the commanders. Beyond level 15 I can't put experience.

Because you're Lord (top left corner) is below level 15.
Passed lvl 15, your commanders cannot go higher than your lord level ; so you need to level up your Lord in order to level up your commanders.

I think you misunderstood.

- Commanders are all the leaders you have for your forces (e.g., Chris, Sansa, Robb, etc.)
- One of these commanders can be appointed as Lord.
- EXP can be added to a specific Commander or the one you choose as Lord.
- However, EXP is also used as a means to level you up as a player.
- If you level up above level 15, your Commanders can all level up.

There is no EXP block on the lord level! You can level up your lord until he reaches the maximum at lv60. And as clement.lehall mentioned, all of your other commanders will not have the higher level that lord level!

The confusion here is that your lord is also a commander. The person in the upper left corner of the screen is your lord. You only have one! While linked, your commanders are not the same. The maximum level of a commander can not exceed that of your lord after level 15. (This means a commander of level 20 requires a lord of level 20 or higher.) You equip your lord with items from the blacksmith. You equip your commanders with items from Weirwood. Lord experience is gained in a variety of ways. Quests and Rebel leaders add lord experience; for example.

Looks like stucked at level 15.
The confusion here is that HP amount in COMMANDER ICON(where you see all commanders and lord) will be looked like stucked at 753/753 at certain point for all commanders/lord, VS HP amount in the TOP LEFT(lord) is like 24678/26500.
The same lord at the COMMANDER ICON will have level 15 HP 753/753 VS same lord at TOP LEFT level 15 at HP like 24678/26500. This is the confusion.
Anyway, keep attacking Weirwood until you exceed 26500 HP, but look at the lord HP at TOP LEFT.
I believe two figures should have matched. Developer might have overlooked this - I believe that Developer should change something or should put additional information in COMMANDER ICON to clear the confusion.
