Bugs or malfunctions ?

Since today , i can't play normally :

I have lags, no response or infinite response time for an action and some "exception windows error" when i try to open training building (0xe0000008) in (0x000000007682C762) and this crash the game
Loading screen take a lot of time too (more than usually).

I have tried to repair , open/close , reboot : no effect !
