Can't get commanders over L29

All my commanders are level 29 and at full experience for that level and I can't move to level 30 in all of them. I've upgraded with medals etc, what I am missing?

Once your commanders reach level 15, they cannot advance further than your Lord Level. So to get your commanders to lvl 30, your Lord Level needs to be level 30 too. Lord Level is what you see in the top left corner when viewing your city. Gain Lord Exp by completing Wierwood Trials, Winning in Training Grounds (losing will not give you exp), Attacking Rebel Leaders (the ones on the horse), or completing various quests.

To maximize Lord Exp gain, I recommend getting to VIP 9 for the 50% Lord Exp Boost which can be done as a F2P player, but is easier if you do spend money. You can also get an additional 25% Lord Exp Boost for 2500 Blue Diamonds from the Diamond Store. If you want to spend $10 on the game you can buy a Monthly Card subscription which also gives you 10% Lord Exp (and other reasonable bonuses.) There are equipment sets that can grant additional Lord Exp % gains, but are only active when you have them ranked up to Blue quality or above, which is no easy task. My personal strategy is to stockpile a lot of quests then stack as much Lord Exp boost as I can before spam clicking for multiple Lord Level gains.

Monthly Card subscription icon can be found in your drop down menu. Below is a picture with the Monthly Card tab highlighted in green. If you have your drop down tab hidden, click the small drop arrow that I have highlighted in red:
