Commanders have no impact

Simple question why commanders have no impact on the outcome of the battle when you attack rebel groups ? And yet they are there, there is an option to choose which commanders want to send into battle and they have absolutely no impact? I also experimented with attacks on rebel camps and it is a little harder to come to the conclusion, whether or not they have any impact on the outcome of the battle. So now I wonder if they have any impact on the outcome of the battle when attacking other players. But my main question is why commanders do not have any influence when attacking a rebel group.  If I need to have a larger group of soldiers than a group of soldiers that i attack then a option of adding comaders to them is absolutely cosmetic and unnecessary. I apologize for my bad english and If I made a mistake where I asked the question this is the first time I use this forum.

Dear player,

Commanders are extremely important to battles. Increase their rank will increase the number of troops that you can bring per attack (My Chris is rank 7, he added 7000  troops), increase their Quality will increase their buff (Chris color is purple, so he added 12% in infantry attack and infantry health)
