Gathering "Capacity" numbers use two different formats

In the Army Information dialog for "Capacity:" for Gathering, the multiplier number which represents the amount gathered (not the "capacity" at all) is presented using commas between every three digits, and the divisor number which represents the capacity that can be gathered (the actual "capacity" number) doesn't use any commas between digits.  It looks like two different programmers worked on the same interface with no standard specifiction for how to present numbers, and they did absolutely nothing to make their work match up.
