Attack Rebel Groups or Elite Rebel Groups?

What do you think is better when you finish gathering Oldtown Bowman Medals? Attack a Rebel Group of higher level or attack an Elite Rebel Group of a little lower level? Example: attack a level 22 Rebel Group or a level 15 Elite Rebel Group?
It seems that level 22 Rebel Group has a better reward but is the drop rate different?

If you don't need the Bowman Medals it would seem best to attack those groups that do not include the medals as a reward, because the medals are of no use to you and take up a reward slot.

Personally I would attack the higher level groups for the chance of higher quality speed ups or materials.
