You may very well be correct in that assesment.
It makes perfect sense, to set it up like that.
Except if we dig a few feet deeper, would be my counter argument. 
The method i bought medals for commanders and troops was to buy one pack for 35 or 50 black diamonds that gave 10-15 commander- or 30 troop medals.
Skip the next pack that cost 100-200 black diamonds and gave 20 commander or 60 troop medals.
Wait a week and buy a new pack for 35 or 50 black diamonds. wash rinse repeat. :-)
I think this is the way most players do it.
Some players just buy it all at once, no matter the cost.
The players buying it all at once, wont care about limited sales, they already maxed it long before there is a limited sale.
The players that buy them overtime each week will suffer increased prices if buying them in limited sales.
So they will have no incentive to buy the troop medals in limited sales.
My suggestion would be to increase the amount off troop medals in limited sales for 10 black diamonds.
Then decrease the total amount players are able to buy through limited sales to avoid to big a incentive to buy all from limited sales.
Currently the only players that should buy troop medals in limited sales are players that want to max everything. But still have the patience to wait for a limited sales to pop up.
I will imagine that group of costumers are minor.
I may well be wrong on the last point.
Only statistics of how many troop medals that are sold through limited sales can tell us that. :-)
But if i get statistics against me, i will just claim its because people cant do math.
