K v K decided by 1 player

We just finished our most recent KvK, which most everyone enjoys. You've got roughly a thousand players in each kingdom doing what they enjoy. The problem is the event is always decided by how big the most powerful player is. In our most recent event, the other kingdom had a player of over 1 billion power and our most powerful player had roughly 400 million. The outcome was never in doubt. Do the developers really want an event between two kingdoms with approximately 2,000 players almost always decided by just 1 player (employee?)?
Possible solutions? Perhaps limiting the number of attacks any 1 player can make. Or have each attack cost money, like Dragon Bait rallies do. Or add some kind of risk-reward scale to balance things out. Limit how many castles 1 player can capture. Restrict maneuverablity and intra-kingdom movement based on power. I'm sure you can find some creative fixes to balance things out and make the gaming experience better. Other more knowledgable players (which is probably most people reading this) might have some better suggestions, but to me, as it works now, it is broken and badly in need of mending.
Oh, one more thing, rallies can't be set in motion whenever we want and have to wait for the full timer to run out? Why? Rallies our essential to allow players to take on a particuallrly powerful player. By restricting us to the timer, you make us sitting ducks and really discourage rallies. It's like the developers want the event to be badly imbalanced.
