Correction: according to in-game information:

1. Guild level 2 (or higher).
2. MC at level 110 (or higher).
3. Guild must have 10 members (or higher).
Inconclusive: do those 10 members need to be level 110 (or higher)?

Unless the question was about X-server Hero League. (Always nice to have gamefeatures with almost identical names.)
