Dragons can't be countered.
So you can put anything in front won't matter much.
If you have enough people, you can put 1 inf, 1 cav then full spears, the dragon will lose 1 hit on inf, 1 hit on cav.
If you have less people, just do 1 inf. If you still can't fill, send anything you want.
For camps it's another story.
There are 2 things to consider:
1) you want your frontline to counter them as much as possible, cav camp, put spears front
2) you want to optimize your dps for their frontline, cav camp, well spears again. Inf cav camp, you want as many cav as possible. Cav inf camp, you want spr for dps, and cav for tanking.
This means you also need to send a suicide rally if you wanna do it well, to know formation (it's basic formation for chests up to ~10 then it can change).
As an empiric rule, fight will end when half camp troops are dead on a hard camp, and up to all troops if the camp is easy. So vs a hard inf cav spr you will have to optimize dps for inf, and then half the cavs.
And finally, it's better to stay away from camps you can't optimize against. You will probably take the same amount of deaths vs a full bow or inf cav spr bow camp level 12 than a level 19 full inf camp.
