Mythic hero Rei disappear from game

For 5 days I tried Rei in the shop hero, doing about 70 attempts per day.

Did not appear even once (350 clicks).
I think this is a wrong thing by programmers, because it's mathematically impossible, unless there are blocks made on purpose, to negate the mythical heroes who will not recharge.
