Inherit - Rune Stats transfer not working

I inherited to Hoarfrost Blade from Hellish Wolf. The rune stats did not transfer, so I went to my Hellish Wolf, opened the Rune screen and chose "Swap". The swap went through but nothing transferred over. It shows that there are no stats to transfer on my HW now in the swap screen but when I open the rune screen, the rune battle rating is still 31785 on my HW. So, how do I transfer the rune battle rating over to my Hoarfrost Blade? I used a couple thousand runestones on Hoarfrost Blade, that's why there are some low stats.
