Cross server war and events

Dear devs where do you see the RANDOMNESS when from 3/3 cross server wars, my server gets mixed with the same other servers ? (same server i meet also in festival cross events like snowman, cooking, valentine, super tycoon x2 )
Why dont you mix servers that already won a cross war, and those that did not place them in same bowl.
Where is the fair play when i encounter a player with warmongler and he benefits from that epic buff.
Please think about this proposal when mixing servers next time
