go to Forge---->; Synth ---->; Equipment---->lvl 70 Mythic Set----> Royal Boots of Ruin.

ya you will be able to.

When you reach lvl 70, it will unlock the feature that you can upgrade your royal lvl 60 to royal lvl 70. If you aren\'t lvl 70, you won\'t get to see it.

royal conquest item (boots or whatever) + 90 item ruin shards + 30 divine rights..
