Server Mergers...

is there any validity to tha possibility of merging any servers where activity has gone down a lil bit??...taking 2 servers that have active participants and merging them together to keep their servers from becoming stale seems like a great idea to me... anyone have any comments on this??... i know they could do it.. but will they do it... that would be tha question...
