They release them in events. Most of the time I usally see the new gems in HoC.

angel stop spam posting a bunch of comments in a row expecting the devs to come when you snap. It is obnoxious and probably why the mods take their time answering you. Some of the gems out now aren\'t in the forge yet. It has been common for new gems to come out and not be exchangeable for a while. Like the matk+dodge, etc. When they came out no one could exchange them and a lot of people complained about it. The gems will come when they come, and be exchangeable when the devs are good and ready to make it possible.;

It is like player1221 said about the exchange. They never immediately allow an exchange and when they do its very limited. The atk/dodge gems can only go to other atk/dodge or atk/hit gems. Also look at how still the lv 5 atk/dodge gems still cant be exchanged and I haven\'t seen them putting out more for people to combine them. atm the lowest to upgrade to lv 7 is lv 6s but still no 5. the new gems will probably all be together in an exchange of their own. Finally if you look at the current Thanskgiving Celebration event it has the crit hit gems so the next few events may have the dodge hit gems available.

As mentioned above, the Exchange will come later. Right now, Dodge/Hit Gems can only be Won through Events.
