AFAIK, in the GTA version of this game, the $1.99 recharge option is a one time benefit applicable only to first time recharge. However, I have seen many reports in and outside this forum that other publishers of LOA2 are offering the $1.99 recharge option to all players, both new and existing.

Perhaps you should contact Youzu for an official response regarding recharging and other publication issues.
