This person is cheating the wheel. HE has 8 lvl 9 gems over only 7 days since the server has come out. ;He is making multiple email accounts to spin the wheel then putting it on his character.
There is no rule against having multiple accounts. This is not the first event that this was possible in doing. And we have spoken with the Devs to do something about it. Future events will hopefully be different.
