        first you need intimacy
        you gain intimacy in garden and through in game activities done together such as escorting wyrms, sending roses, doing team dungeon and inferno together, just to name a few
        you need 1999 intimacy to get married
        you find the intimacy in your chat screen with anyone you pull up a chat screen

        A;trick is to do compares of each other, takes a minute but can gain 40 a day that way (20 each) also can purchase 100 at a time if have dias. and also do what regina said to bolster with.
        Once you get there, the one with the best ring needs to propose, you have 2 areas to work out of, the marriage heart in your character screen, upper right, and by the world map, upper left shortcut heart icon.
        you will need to have a wedding party, cost vouchers, friends can come and bless you, (get chests) during party click on the get married/ exchange vows on right side, to make it official. Amora will;hook you two up, then exit .
        after wedding you get a tree in garden to bless 5x a day, (either can bless), and also an affection level (heart shaped, for BR,) this is in the character screen. hope this helps and good luck.
