Staff of rarity, epicness, and truth

I am on a fairly new server and I am looking for some information on the staffs listed in the topic. ;What are they used for, are they weapons or just used during an event, should i buy one..if so which one?

My hero is a sourcerer. Currently lvl 62 with br of 373k. Thanks

yes, part of angel artifacts, they are skills that can be used there or devoured to upgrade others, main and each guardian can have 1 skill added; on to them. they are not gear.
