Question about Hero Special Skills

        Hi, Could someone explain how upgrading hero special skills works?

        If I upgrade my special skill that says it does 3996 damage to the next level that says it does 4788 damage..

        Does that mean the damage is going to increase by 19.82% against a target with no defense (4788/3996)

        Or

        Does it mean damage will increase by 792

        or does it mean neither of these things? Really hard to decide what books I should be buying when this is unclear.
