Allow us to draw lower tier Herosouls

It needs to be added to allow people to draw the lower tiers of hero souls. I would like to do some tests with Garnet heros, but can\'t get the hero souls bc i am above lvl 61. Allow us to switch to a lower tier draw whenever we want. just like raiders we can go back to lvl 1. allow us to go back to the lwoer tier draws so we can recruit other heros if we want.
