Suggestion for "BUG" with divine rights

if there really is a bug with divine rights would it not be simple for gta to copy the coding from royal marks to divine rights and make a few small adjustments or just straight up copy the code over and make it so you can use either (royal marks and divine rights) additional you could eliminate royal marks as a gear item and simply make them a shop coin like warriors mark and make divine right the standard? all off these fixes would take a hell of lot more time; and effort than re-working all the synths for the heroic gears and eliminating divine rights and additionally leave less room for future bugs to arise as a result.
