Opening Mount Skill Slots not working?

My mount is Superior but still only has 2 slots available. ;The locked slot says my mount needs to be Superior and my mount is.
I searched but could not find any info on this. ;Is this a bug? ;or Something not activated?

for 3rd mount skill you need superior II you probably have writen there only superior I or only superior
