Card Lotto Vouchers

Is there any way to make getting card lotto vouchers easier? Maybe through devotion, like you do with the shell points?;; I just find it hard to save as a free player by only getting about 10 a day, or maybe more or less, (very rough estimate) for every time house of cards is up. I would love to get better heroes but I just do not want to spend in order to do so.;
