Problem with new Character on new Server

        Server: Appollo (S331)
        I started a new account on a different server because I wanted to try playing as Spiritus instead of my regular Mage (QueenMilly, level 77, VIP6, S307). But when I got to Level 9, the game would not let me continue. Is there a problem with this new server, 331?

       
        Notice that the question mark is above Chet\'s head, but when I click on him, this is what I see. There is nothing there to click to allow me to complete the quest and to move on to the next one.
