forge gear stats

looking to see others thoughts. ;when maxing my stats on 80s gear then forging it its less then my 70s so is it better to make reds with any 60-80s forge gear? all stats set at lv 9 but for some reason my 70s forge is alot better then my 80s forge. when forging it all gos to lv 60 then red then new 80s so would it be best to stay on road with 70s? or even 60s for lower lvs? ;asking for some insight from others that did alot of forging and turning reds
