Dear Player, for some vlothers the set bonus won´t trigger as there are still unreleased wings or cloth for this example is your raven cloak it seems like there will be released wings to this set.

yes, some day, maybe, been waiting a long time for sets to be completed. yet new stuff out each month and holes not getting filled actually have made more holes, but as moon said no wings = no bonus, (is 1 exception)
