sands of time seams broken on world boss

guys can you help please as my sands of time dosnt seam to work properly in world boss its power is very very low

as you can see there are massive differences in my sands of time power damages using same set ups for both bosses is it normal ?

There is nothing wrong. WB got a very high defense so Sands doesn\'t hit hard there, use dark arrow instead.
